All four posts for Deputy Commandant for Scheduled Caste and Scheduled Tribe are backlog posts.
Essential Educational Qualifications:
For Post Serial No. 1 (Deputy Commandant): Ex-Captain. This includes officers who have retired/resigned from the army or have been released/discharged from emergency or short service commissions.
For Post Serial No. 2 (Assistant Drilling Engineer): Degree in Mechanical Engineering or an equivalent degree from a university established by law in India.
For Post Serial No. 3 (Junior Geophysicist): Postgraduate degree in Geophysics from a university established by law in India.
For Post Serial No. 4 (Agriculture Officer): M.Sc. (Agriculture) or M.Sc. (Horticulture) from a university established by law in India.
For Post Serial No. 5 (Fisheries Development Officer): Master's degree in Fisheries Science (M.F.Sc.) or M.Sc. Zoology with a special paper in Fisheries from a university established by law in India.
Working knowledge of Hindi written in Devanagari script and knowledge of Rajasthani culture is also essential.
Running Pay-Band: The running pay-band for Post Serial No. 1 to 5 is Pay Band 3 (15600-39100) and Grade Pay 5400/-.
Age Limit:
For Post Serial No. 1: Minimum 20 years and less than 37 years as on 01-01-2015.
For Post Serial No. 2 and 3: Minimum 20 years and less than 42 years as on 01-01-2015.
For Post Serial No. 4: Minimum 20 years and less than 35 years as on 01-01-2015.
For Post Serial No. 5: Minimum 21 years and less than 35 years as on 01-01-2015.
Provisions for Age Relaxation:
5 years relaxation for male candidates of Scheduled Caste, Scheduled Tribe, and Backward Class/Special Backward Class of Rajasthan state.
10 years relaxation for female candidates of Scheduled Caste, Scheduled Tribe, and Backward Class/Special Backward Class of Rajasthan.
5 years relaxation for general category women.
No maximum age limit for widows and divorced women.
Persons with Disabilities (General): 10 years relaxation, Backward/Special Backward Class: 13 years relaxation, Scheduled Caste/Scheduled Tribe: 15 years relaxation.
The state government may give further relaxation in the age limit in cases of extraordinary hardship.
If a person is temporarily appointed to any post in this service and was within the age limit at the time of his initial appointment, he will be considered within the age limit even if he has crossed it at the time of his final appearance before the Commission, and if they were eligible at the time of their initial appointment, they will be given two chances.
In the case of NCC cadet instructors, the upper age limit will be relaxed by the period of service rendered by them in the NCC, and if the resulting age does not exceed the prescribed maximum age limit by more than three years, they will be considered within the prescribed age limit.
The maximum age limit for persons permanently employed in Panchayat Samitis, Zila Parishads, and State Public Sector Undertakings/Corporations will be 40 years.
In the case of ex-prisoners who have worked in a position under the state government before being punished and were eligible for appointment under the rules, the maximum age limit will not apply.
Other ex-prisoners who were not overage before being punished and were eligible for appointment under these rules will have a relaxation equal to the period spent in imprisonment.
In the case of persons permanently employed in the business of the state of Rajasthan, the maximum age limit will be 40 years (for Post Serial No. 1 to 4).
Released emergency commissioned officers and short service commissioned officers will be considered within the age limit after being released from the army, even if they have crossed the age limit at the time of appearing before the Commission, provided that they were eligible in terms of age at the time of receiving the commission in the army (for Post Serial No. 2 to 5).
In the case of reservists, i.e., defense service personnel who have been transferred to the reserve or have retired, or released defense service personnel, the maximum age limit will be 50 years (for Post Serial No. 1, 4, and 5).
Important Points Regarding Relaxation:
The benefit of relaxation will not be given by combining more than one provision.
The benefit of relaxation in the upper age limit will be payable only as per the classification of posts received from the government.
If a post is not reserved for any category, then the candidate of that category will not be given the benefit of relaxation in the upper age limit.
If there has been no recruitment for direct recruitment posts in any recruitment year and if a candidate was eligible in terms of age for that year, then he will be considered eligible in terms of age, but this relaxation will not be given for more than three years.
The age for the posts of Deputy Commandant was calculated as on 01-01-2012, for Assistant Drilling Engineer as on 01-01-1997, for Junior Geophysicist as on 01-01-2003, for Agriculture Officer as on 01-01-2012, and for Fisheries Development Officer/Fisheries Project Officer as on 01-01-1980. After this, no advertisement for these posts was issued by the Commission. Therefore, according to the notification of the State Government dated 23-09-2008, candidates who become overage on 01-01-2015 will be given a relaxation of two years in the above maximum age limit for Post Serial No. 1 and 4 respectively and three years relaxation for Post Serial No. 2, 3 and 5.
Provisions Regarding Educational Qualification:
A person who has appeared or is going to appear in the final year of the required educational qualification will also be eligible to apply, but he will have to provide proof of obtaining the educational qualification before the interview conducted by the Commission, otherwise he will be ineligible.
This facility will be available to those candidates who have taken admission in the final year of the examination of the desired qualification for the post by the last date of receipt of the application form.
Selection Process:
Candidates will be selected through interview.
If more applications are received than the advertised posts, the Commission may conduct a screening examination.
The screening examination may be conducted in Ajmer.
The Commission may change the examination center at its discretion.
The date of the screening examination will be announced in due course.
Screening Examination Scheme and Syllabus:
This examination will be conducted in objective written form.
All question papers will be of objective type.
The detailed syllabus will be released on the Commission's website soon.
Application Period:
Applications can be made from 06-08-2014 to 05-09-2014 till 12:00 midnight.
Reservation and Appointment Process:
The status of reservation and the appointment process will be changeable under the instructions and latest rules of the State Government.
If there is any amendment in the relevant service rules, the recruitment/examination will be conducted accordingly, for which it will be notified in due course.
Amendment in Online Application:
If a candidate wants to make any amendment in his online application form, then he can make online/offline amendment by paying the prescribed fee within 30 days after the last date of receipt of the application form.
Regarding amendment in the application form and amendment in the category of disabled/widow, it is necessary to study point number 7 "Procedure for Online Application Amendment" and 'Guidelines for Edit Application' under the general instructions for application and examination for candidates in the "Instruction for Applicants" available on the website of the Commission.
Amendments will be accepted only till the last date mentioned in these instructions, after that no amendment/change of any kind will be accepted, and the entire responsibility for any such error will be of the candidate.
